Housing Transfers

HOMES FOR RENT FOR THOSE IN NEED

NCHA is a charitable organisation whose aim is to provide homes to rent for those most in need. The Association deals fairly with all applicants whatever their sex, race, colour, religion, sexual orientation or political views.

Transfers are not a right, but the Association recognises that tenants’ circumstances may alter to the point where their current property is unsuitable for them. Because of this, the Association operates a transfer policy as a matter of good housing practice. The Association is also expected to respond to its own tenants’ needs to move house and to make the best use of its housing stock. Accordingly, the Association aims to let 15% of its vacant properties to internal transfer applicants, including move-on accommodation. Because the Association cannot help everyone who applies for a transfer, a system has been devised to decide which tenants have the greatest need to move.

All applicants for a transfer are made on a transfer application form. The application form is assessed accordingly. The Association will also prioritise transfer applications into “priority” and “non-priority” categories.

Under LETS priority transfer, applicants are given priority over non-priority applicants.

APPLICANTS ‘AT RISK’
A transfer applicant is considered to be “a priority” if he/she falls into any of the following categories:
 
  • Serious domestic violence
  • Serious racial harassment
  • Serious harassment due to sexual orientation
  • Harassment because a tenant is, or is believed to be, HIV positive/suffering from AIDS
  • Sexual or other abuse of children
  • Suffering actual physical violence/at great risk of actual physical violence
  • Very serious medical problem

In general, applicants will not be accepted onto the transfer list unless they have a clear rent account. However, consideration will be given to “priority” applicants provided that an agreement has been made to clear the debt and they have held their present tenancy for 12 months.

Similarly, the property should be in a good standard of repair before an applicant is placed on the transfer list. In cases of “priority” applicants, the tenant may be recharged for any works undertaken by the Maintenance Department deemed to be the responsibility of the tenant.
